Every week an Israeli founder types the same question into Google: how much does an outsourced marketing manager cost? The answers they find range from 6,000 NIS a month to 50,000 NIS a month, with very little explanation of what separates the two.
That gap is not noise. It reflects three genuinely different products sold under similar names. This guide breaks down what each one costs in the Israeli market in 2026, what you actually get at each price point, and how to choose for your stage. Real shekel numbers, no ranges that span an order of magnitude.
One note before the numbers: I run a CMO as a Service practice, so I have a position in this market. I also spent 15 years on the hiring side in B2B SaaS and investment banking. The numbers below are the market as it actually prices, not as anyone wishes it priced.
First, the Terminology Mess
Americans say "fractional CMO". Israelis say מנהל שיווק במיקור חוץ (outsourced marketing manager) or סמנכ"ל שיווק במיקור חוץ (outsourced VP marketing). Agencies say "CMO as a Service" or "external CMO".
Here is the truth most providers will not tell you: fractional CMO and outsourced CMO are the same thing. A senior marketer works with your company part of the week, on a retainer, without a full-time contract. The label changes by country, not by substance.
The distinction that actually matters is not what the model is called. It is whether the engagement includes execution. That single variable explains almost the entire price spread in the Israeli market, so the rest of this guide is organized around it.
The Baseline: What a Full-Time CMO Costs in Israel
Published Israeli salary data puts CMO compensation between 25,000 and 70,000 NIS per month, with tech averaging around 42,000 NIS. That is the salary line. It is not the cost.
Add roughly 30 to 40 percent in employer costs (עלויות מעסיק): pension, severance, national insurance, car or travel, options. Add a recruiting fee or 4 to 6 months of executive search. Add the ramp: most CMOs need a quarter to produce their first meaningful output. The realistic first-year cost of a full-time CMO in Israeli tech is 700,000 NIS and up.
For a post-Series B company with a 15-person marketing team to lead, that can be the right spend. For a company between seed and Series B, it usually is not, and that is the gap every model below exists to fill.

Tier 1: The Outsourced Marketing Manager (₪6K–12K)
This is the largest and oldest segment of the Israeli market. A capable generalist runs your campaigns, manages your agencies and freelancers, and keeps marketing moving. For a local services business or an SMB selling in Israel, this tier is often exactly right.
Where it breaks: B2B tech. Selling a SaaS product to American buyers requires positioning, demand generation, and revenue reporting that this tier was never built to deliver. If your board asks about pipeline coverage and CAC payback, this is not your tier.
Tier 2: The Senior Strategy-Led CMO (₪25K–50K)
An experienced VP-level or C-level marketer joins your leadership meetings two to four days a week. You get the judgment of someone who has scaled companies before: what to do, in what order, and what to ignore. This is what Americans call a fractional CMO, and for the right company it is transformative.
Where it breaks: the strategy lands on your desk and someone still has to do the work. If you do not already have writers, designers, and ops people, you will hire freelancers and agencies around the strategy, and the real monthly cost quietly doubles.
Tier 3: CMO as a Service (₪18K–40K)
The newest tier, and the one growing fastest in Israel. The senior operator comes with a delivery layer attached, so the same engagement that sets the strategy also ships the content, runs the campaigns, builds the CRM, and reports the numbers.
Until recently this tier was priced like Tier 2 plus an agency retainer, because the delivery layer was people. AI changed that economics, which is the part of the market moving fastest right now.
Why the Price of Execution Is Collapsing
The expensive part of marketing was never the strategy. It was the volume: the 40 posts, the 12 emails, the 6 landing pages, the weekly reporting. That volume used to require a team or an agency retainer. It now requires a supervised AI system and one senior human who knows what good looks like.
